Minutes of the Meeting:
Mr.
Marcus presented to the committee several documents related to the
financial Possibilities
of the proposed bond issue. One
document was Waller ISD’s outstanding debt service requirements as
of August 15, 2002. The
second document was the estimate of taxable value for the years 2000
through 2004 as provided by David Piwonka, Chief Appraiser of the
Waller County Appraisal District. The third document was a Schedule of Proposed Debt
Service Requirement. The
third document was prepared by Mr. Marcus and received most of the
attention and resultant discussion.
Said document outlined the amount of interest and sinking fund
tax levy that would be needed to service various levels of bonded
indebtedness. It also
indicated the amount of current debt as it exists and the amount of
funding currently being received via the Instructional Facilities
Allotment (IFA) and the Existing Debt Allotment (EDA).
Mrs.
Underwood suggested that we keep our discussions confidential until
the other committees have completed their work.
Mr. Underwood voiced concerns about the actions of the Waller
County Appraisal District and their inconsistent valuations,
specifically between his value and his neighbors.
Ms. LeNoir talked about how past bond elections were handled
and voiced her opinions at to why they failed.
She also mentioned that the voters of WISD might have problems
with a 20 to 30 cent increase in the I and S tax rate.
Mayor Jackson voiced his support of what WISD is attempting to
do. Kelly Drozd talked quite a bit about her and her
family’s approval of the lowering of the I & S tax rate. Mrs. Drozd was quite complimentary of WISD’s fiscal
responsibility and encouraged WISD to continue keeping it’s
taxpayers in mind when planning for future growth.
