Waller Independent School District

The goal of Waller Independent School District's Bilingual and ESL Programs is to provide a consistent and high quality education for culturally and linguistically diverse students. Our focal point is to align the district mission and beliefs statements with the rules of TAC Chapter 89 and the Commissioner's Rules §89.BB.

State (Subchapter BB Commissioners Rules §89.1201 Policy

  1. The goal of bilingual education programs shall be to enable limited English proficient students to become competent in the comprehension, speaking, reading and composition of the English language through the development of literacy and academic skills in the primary language and English. Such programs shall emphasizes the mastery of English language skills, as well as mathematics, science and social studies, as integral parts of the academic goals for all students to enable limited English proficient students to participate equitably in school.
     

  2. The goal of English as a Second Language programs shall be to enable limited English proficient students to become competent in the comprehension, speaking reading and composition of the English language methods. The English as a Second Language program shall emphasize the mastery of English language skills, as well as mathematics, science and social studies, as integral parts of the academic goals for all students to enable Limited English proficient students to participate equitably in schools.
