Foster Care
Waller ISD is committed to supporting students in the conservatorship of the Texas Department of Family and Protective Services (DFPS) and ensuring they have access to a quality education in an environment of dignity, stability, normalcy, and respect. The district works collaboratively with caregivers, DFPS, and other partners to minimize disruptions to a student's education and support academic and personal success.
Educational Rights and Supports
Students in foster care have important educational rights and protections, including:
- Immediate enrollment in school, even when records or other documents normally required for enrollment are not immediately available.
- The opportunity to remain in their school of origin when it is determined to be in the student's best interest.
- Immediate enrollment in a new school when remaining in the school of origin is not in the student's best interest.
- Transportation to and from the school of origin, when needed and appropriate.
- Assistance with transitions between schools, including the timely transfer of records and coordination of educational services.
- Access to school programs, services, and supports available to other students.
Enrollment
Students in DFPS managing conservatorship should provide the Education Decision-Maker 2085 (E-2085) form during enrollment. This document identifies the student's education decision-maker and DFPS caseworker and helps the district coordinate educational decisions and services.
If the E-2085 or other enrollment documentation is not immediately available, enrollment will not be delayed. The district will work with the caregiver and DFPS to obtain the necessary documentation.
School Stability and Transportation
Whenever possible and in the student's best interest, students in foster care may remain in their school of origin to provide educational stability and minimize disruptions caused by changes in foster care placement. Waller ISD works collaboratively with DFPS and other school districts, when applicable, to determine and coordinate transportation for eligible students who remain in their school of origin.
Waller ISD At-Risk & Highly Mobile Liaison
Waller ISD's At-Risk & Highly Mobile Liaison serves as a point of contact for students, caregivers, campuses, DFPS, and community partners.
